1What Is a Business Tax Receipt (BTR)?
Understand the BTR Requirement
A Business Tax Receipt (BTR) — formerly called an Occupational License — is a mandatory annual permit issued by your county or city government that authorizes you to legally operate a business in their jurisdiction. It is governed by Chapter 205 of the Florida Statutes.
A BTR is required for every business type and size: LLCs, sole proprietors, corporations, home-based businesses, online businesses, service providers, and contractors. If you're doing business in Florida, you need one.
2City vs. County — Do You Need One or Both?
Determine How Many BTRs You Need
🔴 Both City + County Required
- Business address is inside city or town limits (incorporated area)
- Home-based business within an incorporated city
- Contractors, service providers, mobile businesses operating in city boundaries
- E-commerce/online businesses with a city address
- Pursuing government contracts — Broward CBE/SBE programs require both
- Operating in: Fort Lauderdale, Hollywood, Davie, Coral Springs, Pompano, Deerfield Beach, Miramar, Plantation, Sunrise, etc.
🟣 County Only
- Business address is in an unincorporated county area — outside city limits
- Home-based business in unincorporated county land
- State-certified DBPR mobile vendors — generally just home county + home city

In most Florida counties, apply for the city BTR first, then the county BTR. Broward County explicitly says: "Check with your city for any requirements before applying for a Broward County Business Tax Receipt." However, Flagler County reverses this — get county first. Always confirm with your specific city and county before starting.

4⚠️ The Start Date Trap — Read Before You Apply
🗣️ Real Talk — From the Field
When you apply for a BTR, one of the questions asks when your business started operating. If you enter your actual founding year — say, 2020 or 2022 — the county automatically calculates back taxes for every year from that date to the present.
In Broward County, back taxes are charged up to 3 years plus the current year. Each back-year is also charged the full 25% late penalty plus a $25 tax collector fee per year. What should be a $16–$30 receipt can instantly become $200–$300+ just from the start date you enter.
If you enter a recent or current date as your start date, you are only charged for that current fiscal year — no back taxes.
Annual BTR Fee + 25% late penalty + $25 tax collector fee = total per back-year. Lookback limit: 3 years + current year. Other counties may differ — always confirm with your local tax collector before applying.
5BTR Application — Document Checklist
📋 Gather Everything Below Before You Start
Missing documents will delay your application. Have all of these ready before you begin.
Free from the IRS — apply at irs.gov/ein. Sole proprietors may use SSN but EIN is strongly recommended. Also save your IRS EIN Confirmation Letter (CP-575) — you'll need it for certifications and bank accounts.
Must exactly match what's on file and showing ACTIVE status at sunbiz.org. If you use a trade name or DBA, that must also be filed with the Florida Division of Corporations.
Where the business operates — commercial or home. This determines city vs. county BTR requirement.
Required for: contractors, real estate agents, insurance agents, physicians, pharmacists, CPAs, cosmetologists, food service, electricians, plumbers, and other DBPR-regulated professions. Get this before the BTR. Check at myfloridalicense.com.
Required by most cities for commercial spaces before the BTR is issued. Get from your city's Planning or Zoning department. Home-based businesses in most jurisdictions do not require a CU.
If operating under any name other than your exact legal name or registered entity name, file first at sunbiz.org.
Credit/debit card online; cash, check, or card in person. Card payments may include a small processing fee.

7BTR Exemptions — Free or Waived
✅ Check If You Qualify for a Free BTR
Under Florida Statutes 205.055, 205.162, 205.191, and 205.192, the following may qualify for a free or waived BTR. All exemptions require supporting documentation:
- 🎖️ Honorably discharged veterans and their spouses or surviving widows — permanent FL resident; proof of honorable discharge + VA veteran ID required
- 🪖 Spouses of active-duty military service members
- 🧓 Persons aged 65 or older — sole proprietors only, under $1,000 capital, max 1 employee
- ♿ Permanently disabled individuals — requires licensed physician certification
- 👩👧 Widows/widowers with minor dependents — sole proprietors, under $1,000 capital, max 1 employee
- 💰 Low-income persons receiving public assistance — sole proprietors, under $1,000 capital, max 1 employee, income below 130% of federal poverty level
- ⛪ Charitable, religious, fraternal, civic organizations making occasional sales (FL Statute 205.192)
- 🌾 Agriculture, Home Day Care, Plant Nurseries (if you own the land), and Fish Farms
8Business Certifications in Florida
LOCAL — Broward County OESBD BROWARD COUNTY CONTRACTS
The Broward County Office of Economic & Small Business Development (OESBD) certifies businesses for county procurement. As of January 2026, applications go through the Broward County Business Management System (BMS).
SBE — Small Business Enterprise
County contracts ≤$250K reserved for SBEs. Race and gender neutral — open to all qualifying small businesses.
≤15 full-time employees · Owner net worth <$1.32M · Valid Broward + City BTR required
CBE — County Business Enterprise
Min. 25% CBE participation required on eligible county contracts. Creates subcontracting opportunities.
Must be physically located in Broward County · Annual renewal
DBE — Disadvantaged Business Enterprise
Federal program for USDOT-funded contracts (roads, transit, aviation). Race and gender conscious. Valid statewide via Florida UCP.
Currently under re-evaluation per Oct 2025 USDOT ruling

BCPS Economic Development & Diversity Compliance (EDOC) certifies S/M/WBE businesses for school district procurement. Certifications offered: SBE, MBE, WBE, Emerging SBE.
Tri-County Reciprocal Certification: Already certified by Broward County, Miami-Dade County, or Palm Beach County? BCPS offers a fast-track process with reduced documentation. Cross-recognition also includes Miami-Dade and Palm Beach school districts.

NATIONAL — MBE via FSMSDC / NMSDC NATIONALLY RECOGNIZED
The Florida State Minority Supplier Development Council (FSMSDC) is one of 23 regional councils of the National Minority Supplier Development Council (NMSDC). As of July 2025, all MBE certifications are managed nationally through The NMSDC Hub.
- What it unlocks: Fortune 500 corporate supplier diversity at Walmart, Apple, GM, Toyota, and thousands more. NMSDC-certified MBEs drive nearly $600B in annual economic output. One certification, national access across all 23 NMSDC councils.
- Eligibility: Business at least 51% owned, operated, and managed by ethnic minority individuals (African American/Black, Hispanic, Asian-Indian, Asian-Pacific, Native American, or Native Hawaiian/Alaska Native). U.S. citizenship required. Green card holders do not qualify.
- Timeline & Cost: Goal under 45 days from complete application. Document review + FSMSDC site visit + Certification Committee review. $270–$1,700/year scaled by annual revenue. Annual recertification required.
FEDERAL — SBA Programs FEDERAL CONTRACTS
SBA 8(a)
9-year program for socially/economically disadvantaged businesses. Sole-source federal contracts up to $4.5M (services) or $7.5M (manufacturing). Requires 2 years in operation.

🏛️ Broward OESBD — SBE / CBE / DBE Certification
Gather everything below before starting. Incomplete applications slow the process significantly.
Current county BTR required. City BTR also required if you operate within city limits.
Filed with Florida Division of Corporations, showing ACTIVE status and ownership breakdown. Download from sunbiz.org.
Shows management control and ownership percentages — critical for size and ownership eligibility.
Demonstrates revenue and business activity. Used to verify size eligibility.
Driver's license or state-issued ID for each owner with meaningful ownership percentage.
Utility bill, lease agreement, or mortgage statement confirming your business address is in Broward County.
🌐 NMSDC / FSMSDC — National MBE Certification
This is the most document-intensive certification. Gather everything before starting — incomplete applications cause significant delays.
Driver's license or state ID for all individuals with any ownership interest.
U.S. birth certificate or U.S. passport. Green card holders do NOT qualify for NMSDC certification.
Birth certificate showing ethnicity; parents' birth/death certificates if needed for lineage. Native Americans: tribal enrollment documentation required.
If business is less than 2 years old, provide owner's personal tax returns instead. Tax extension (Form 7004) accepted near April 15.
Must include: Profit & Loss Statement, Balance Sheet, and Statement of Cash Flow. CPA-prepared preferred. Work with a bookkeeper if needed.
Must show minority owner(s) hold at least 51% equity and have day-to-day management and control.
Required. Demonstrates the minority owner has expertise to manage and control the business. Include professional background, years of experience, education, and your specific role in managing the company.
Official IRS letter assigning your EIN. Can't find it? Call IRS at 1-800-829-4933 and request a 147C verification letter — they'll fax or mail it to you.
Current Broward County BTR and city BTR (if applicable). Demonstrates you are legally authorized to operate in your jurisdiction.
Required for the FSMSDC site visit verification. Must match your application address exactly.
Demonstrates active business operations and financial activity separate from personal accounts.
If your business requires state licensure, include copies of current, valid licenses.
🦅 SBA 8(a) — Additional Requirements (Beyond NMSDC)
SBA reviews personal financial history to establish social and economic disadvantage. All 3 years of 1040s required per owner.
Most businesses need to be operating at least 2 years before applying (waivers available in some cases).
Documents all personal assets and liabilities for each owner with 20%+ ownership. Download from sba.gov.
A written personal statement describing how you have experienced social disadvantage due to race, ethnicity, gender, or other factors — with specific examples from your life and career. This is required and taken seriously.
Must be registered and active at sam.gov before applying for SBA 8(a). Required for all federal contracting. Free to register.
EIN letter, photo ID, proof of citizenship, articles of org, operating agreement, BTR, financial statements, personal resume, bank statements, and any professional licenses.
